Increase PA source gain, build 2026-10-14.1.
Add another 12 dB to settlement, ordinary checkpoint and border checkpoint announcements, bringing total gain to +18 dB over the original native levels.
Distance attenuation, air absorption, terrain screening, occlusion, reverb and playback logic are unchanged.
Retain all 124 clean recordings and the Reoccupation-only dependency.
Live listening and multiplayer verification remain outstanding.config.json entry
