Locking and flares for AI helicopters

Official Workshop description

This mod allows AI to use lock on stingers and iglas. It also allows AI helicopter pilots to pop flares when locked on to. I have also added two AA characters to each vanilla faction, US, USSR, and FIA. They should be available in GM mode. They should also be available to use for loadout managers of custom scenarios. (75 supply cost to spawn)
