-more starting medical in hideouts and helicrashes
-more randomized starting guns and equipment in helicrashes and hideouts
-add tank support QRF event type from Escapists Plus
-support modded mags in ammo boxes
-add support for prisons with multiple doors
-add support for minimum number of items to spawn in starting location arsenal boxes
-fix broken ambient patrols (BI bug from 1.6?)
