Added gameplay-only announcement visibility. Announcements are skipped while a menu or dialog is open, including the standard arsenal, or while the player has no controlled entity. Opening a menu dismisses an active card. Skipped announcements are not queued. Existing timing, appearance, and server configuration are preserved.config.json entry
