Official Workshop description

Adds a very basic, vanilla-friendly police uniform and NPCs to the Civilian faction. Created since IMO most mods of this sort are either too extreme/out-of-era or just look generally off. Great when paired with the police vehicles from Quiggs Vehicle Expansion, or Retro Police Cars by schmorrii!
